You must remember that internally they are facing budget cutting and lean times now. So he may have to wait for rehiring for that reason. You want an official "To whom it may concern" release saying that this person was falsely accused according to the DA's findings. Find out from the DA's office if such a letter could be issued. It should be no problem getting something that says Mr. XYZ was arrested and charged with ABC under TC stc. on such and such date. Upon a complete investigation the DA's office found that the accusation was baseless and said charges were dismissed and Mr so and so was found innocent on such and such a date." Having that in hand will give this person overriding power at minimum. This person, he/her should do this themselves as a separate action with date of accusation and date of determination of innocense.
